[Here are some notes on Newt's 2012 CPAC speech. Not comprehensive.]

NEWT GINGRICH:

Our Goal: most prosperous, safest, most successful nation on planet.  UNLEASHING THE AMERICAN PEOPLE: THE NEW MAJORITY

--- Successful things conservatives, including Newt, have done, that the Left and the Establishment call "unrealistic."  See Faith Whittlesey's piece in NEWSMAX.  The 1994 Contract with America --- House majority  --  largest increase House win in 1994 ---  9 million new voters in an off year --  reformed welfare, 2 out of 3 went to school or work --  cut capital gains tax, unemployment dropped  --   11 million new jobs --  4 years of a balanced budget --   all called "unrealistic" by the Establishment and the Left.  

 

For the Republican establishment, managing the decay is preferable to changing the trajectory, because changing the trajectory requires real fights and requires a real willingness to roll up sleeves and actually take on the Left.  And that's why the Republican Establishment, whether it's in 1996 or 2008, can't win a presidential  election.  

Because the Establishment don't have the toughness, the commitment, the philosophy necessary to BUILD A MAJORITY IN THIS COUNTRY.

And let me say to the Republican Establishment in this city:  Crony Capitalism in Congress is fully as bad as Crony Capitalism on Wall Street and they had better clean up the Congress if they expect to be re-elected.

CPAC actually represents a 50-year struggle. Tea Party versus the Republican Establishment is, in many ways, same fight. Half century.   Core of it is very simple:  the conservative movement, when it offers bold solutions to rally MILLIONS OF AMERICANS, not just Republicans -- Millions of Americans --   Democrats, Independents, people who have never been in politics before  -- then it wins decisively.  1980, 1984, 1994 are examples of that.  What i want to talk to about today is BOLD SOLUTIONS THAT GET AMERICA WORKING AGAIN versus timidity of managing the decay.  

WHAT AMERICA CAN DO WHEN YOU UNLEASH THE AMERICAN PEOPLE.  lock this in your heads.

-- two examples.  We won the Second World War in 44 months.  3 years and 8 months to win WWII.  44 MONTHS to defeat Nazi Germany, Fascist Italy & Imperial Japan.  RECENTLY, it took 23 years to add a fifth runway to the Atlanta airport. 

The Establishment says you can't control the border by 2014.  They're describing  is the America that CAN'T --  TIed up in red tape, tied up in bureaucracy, incompetence, tied up in interest groups.

Let me be very clear.  You've seen the Establishment and Wall street pile on.  And there is a very good reason that they do this. 

BECAUSE NEWT'S CAMPAIGN IS A MORTAL THREAT TO THE ESTABLISHMENT BECAUSE WE INTEND TO CHANGE WASHINGTON, NOT ACCOMMODATE IT.

BE OPTIMISTIC.  THE WORLD THAT WORKS VS THE WORLD THAT FAILS.

There is a world that works: e.g., UPS, FED EX -- track packages in real time.  Let's be clear.  THIS IS NOT A THEORY.  IT IS A PRACTICAL REALITY.  WE HAVE THE TECHNOLOGY.  24 MILLION PACKAGES A DAY, WHILE THEY'RE MOVING, AND WE ALLOW YOUTO FIND OUT WHERE THEY ARE FOR FREE.  

But here's the world that FAILS:  World that fails: THE FEDERAL GOVERNMENT can't find illegal immigrants sitting still. 

Proposal:  send every illegal immigrant a package  ---  for the MSM, that was hyperbole, not a genuine proposal, don't need fact-check.

Create jobs and stronger America today.  Bold solutions to get America working again.  Big enough to get America back on the right track.  

In this campaign, we haven't talked about the BIGGEST QUESTION:  What it takes to take the biggest, most complicated economy in the world and move it back, to be the most SUCCESSFUL, PROSPEROUS, SAFEST & MOST FREE COUNTRY IN THE WORLD.

If Newt is nominee, Newt will ask the entire Republican ticket to campaign with him on the PLEDGE that they will stay in session after January 3rd and repeal Obamacare, Dodd-Frank, Sarbanes-Oxley. Then when Newt is sworn in on Jan 21, the Congress will have repealed Obamacare, Dodd-frank, Sarbanes-Oxley and Newt will sign all three on the first day. 

Two hours after the Inaugural Address, Newt will sign Executive Orders.  The Executive Orders will all have been published by October 1st so everyone can know the plan.

THE COUNTRY WILL KNOW EXACTLY WHAT THIS CAMPAIGN IS ABOUT.

EXECUTIVE ORDERS
1. Abolish all White house czars
2. approve Keystone Pipeline to Houston, tell Canadian Prime Minister Harper & Canadian government, you do not need a partnership with the Chinese.  We will approve it on January 20th.  get ready to build it because Americans will approve it
3. move Israeli embassy to Jerusalem
4. reinstate Ronald Reagan's policy: no money for abortions overseas
5.  eliminate every Obama act of religious bigotry

Thus, by the time Obama lands in Chicago, we will have repudiated at least 40% of his government, on opening day.

Now. HOW TO CREATE JOBS.  America works when Americans are working.  The Number One theme of the fall campaign will be paycheck president versus food stamp president. BELIEVE WE WILL WIN THAT FIGHT BY A HUGE MARGIN. 

Newt helped create jobs before — with Reagan, 16 million, 4 years in the 90′s with Clinton, 11 million. Maximize economic growth to create most dynamic economy on the plant.    What America can do when you unleash the American people.

Want the Establishment to know this is about maximizing economic growth to put Americans back to work, create the most dynamic economy on the planet, pull away from China, become most dominant economy on planet  How ?

HOW TO CREATE JOBS

1. eliminate capital gains tax. 0%

2. 100% expensing for best equipment at every level, goal most modern,  productive workforce in the world. Farmer, factory, doctor, business, everyone all of it. Unemployment, get education, modernize, best workforce in the world.  Never pay someone 99 weeks to do nothing, could be an associate degree, waste human capability, we have the right to pursue happiness

3. replace EPA with an Environmental Solutions Agency where the primary requirement is COMMON SENSE. job killing agency.  No more being dictatorial to American People.  considering raising gas taxes.  out of touch.  irrational.  not reform, REPLACE.  the people at the EPA have self-selected and want to dictate to the American people.

4. 21st Century Food & Drug Administration — goal, to be in the labs, understand the science, accelerate getting medicines and new medical technologies to the people & create hundreds of thousands of new jobs and a worldwide market for better medicines

5. 12.5% Corporate tax rate, same as Irish rate, will bring home $700 billion currently overseas, it enables our companies to compete, and even General Electric will actually pay taxes.

6. Abolish the Death Tax permanently. It’s immoral.

7. Flat income tax of 15%, OPTIONAL.  got this concept via Steve Forbes.  a two-track system, like Hong Kong has had for years.  YOU CHOOSE old code, all the forms, OE NEW ONE-PAGE FLAT TAX.  It’s NOT revenue neutral.  MSM will howl. It’s not meant to be revenue neutral. It’s to maximize economic growth. It’s a TAX CUT.  Newt has balanced the federal budget before.  We'll balance it again.  but get this straight, intention is to shrink spending to match revenues. We've done this before. We are not the tax collectors for the welfare state.  This creates jobs, maximizes freedom, allows you to take care of your family, community, charities, church, synagogue.  Not government-centered.  

8. Cut government spending to match tax revenues. Balance federal budget. Jobs will increase. Unemployment will decrease. At 4.2% unemployment, Social Security is safe for a generation.

HOW TO CUT GOVERNMENT SPENDING

9.  Reform antiquated, 130 year old Federal Bureaucracies. Lean Six Sigma, introduce continuous improvement processes. Strong American Now estimates we’ll save $5 billion per year. Let good federal workers really do their jobs.   Increase the economy by $2 trillion

 per year by making  the government cease to be incompetent, a hindrance to America.  

10. Abolish the department of Energy, which has been a total failure ever since it started and suppresses the production of Energy in America.

11. Use fraud protection methods of Visa, Master Card, American Express to STOP PAYING THE CROOKS in Medicare and other federal programs. Save a trillion dollars in ten years.

POWER TO THE PEOPLE

12. 10th Amendment -- Implement the return of power to individuals, local communities and states through the 10th Amendment. Texas Governor Rick Perry is heading up the project working on the language for the 21st Century Contract with America and the proposed legislation for the fall, to bring power BACK HOME.

13. American Energy. I believe we have obligation open up AMerican system to produce MAXIMUM AMOUNT OIL AND GAS.  IT STRENGTHENS OUR ECONOMY.  Goal is to get back to $2.00 gasoline. to prove to the American People that the Free Market works.  This is practical, not pie in the sky.  North Dakota has 25 times (not 25%) — 25 times as much energy than the U. S. Geological Survey predicted 8 years ago. Alaska, land one and a half size of texas... off-shore ... we can develop American Energy.  Free Market & supply and demand developing American Energy -- show the American people that it works. Obama has been anti-American energy, and every American pays the price every time they go to the gas station.   A simple principle : we want to ensure that no American president  ever again bows to a Saudi King.  period.

14.  We need to move toward a personal Social Security account for young Americans.  No president ever again lie and say the money can't be paid. Seniors paid it and earned it deserve it and it must be paid.  Take Social Security off-budget for seniors, because the Trust Fund is there, even if there is no trust in Obama. Once the budget is balanced and unemployment is back down, the Social Security is safe for a generation. 

15. Complete audit of the the Federal Reserve. We will find out who got the taxpayer’s money and why. Ben Bernanke: if Bernanke has not resigned by the time Newt is sworn in, Newt will ask the Congress to pass legislation ending Bernanke’s term. commission like Ronald Reagan has in 1981.  Lew Lehrman and Jim Grant have agree to co-chair the new Commission on Gold and solid currency.

RESTORING THE CONSTITUTION

16. This administration is waging war on religion. But so are the courts. 

THIS IS WHY WE NEED A MOVEMENT THAT 'S BIGGER THAN JUST BEATING BARACK OBAMA.  

WE NEED A MOVEMENT THAT UNDERSTANDS WE'RE GOING TO CHANGE THE CONGRESS, THE EHITE HOUSE, THE BUREAUCRACY, AND WHERE NECESSARY, THE COURTS.  AND WE ALL NEED TO UNDERSTAND HOW REAL THIS IS.  

This country was founded by people who came here to avoid religious persecution.  THE VARY BASIS OF THIS COUNTRY IS RELIGIOUS LIBERTY.  Our core documents say we are endowed by our Creator with inalienable rights.  Our Rights come from the Creator. Not government.  

If you want to understand a real, bold solution to re-balance the powers of the THREE CO-EQUAL branches of government. Go to Newt.org.  -- How to rebalance the judiciary and to re-establish the RIGHT of the people to protect themselves from dictatorial judges who are re-writing the Constitution rather than enforcing the Constitution. SAFETY, FOREIGN POLICY

17.  Finally. This is an administration which lies about who our enemies are, refuses to tell the truth about what threatens us, is blind to the dangers we are running, seeks to weaken radically our defense system, has crippled our intelligence system, and is making a series of decisions around the world that are stunning in their misunderstanding of the nature of  reality. 

Today we have Americans held hostage in Egypt, precisely like Jimmy Carter with hostages in Iran in 1979 and 1980. Today, we have, the person who helped find bin Laden has been arrested by the Pakistani government.  Now, what more do you need to know? They didn’t say, oh, this is terrific, you helped find the most wanted terrorist in the world, they said, this is terrible, how could you help the Americans?

We need a profound national debate about our entire policy and it needs to start by telling the truth about radical Islamists who seek to kill us.

AN AMERICAN CAMPAIGN

18.  This is going to be a Big Choice, Big Decision Election.

I think that, while I'm seeking the Republican nomination, it has to be an AMERICAN CAMPAIGN.

— We want to say to EVERY AMERICAN -- if you favor paychecks over food stamps, come join us, NO MATTER WHAT YOUR BACKGROUND, NO MATTER WHERE YOU LIVE, WE WANT TO BE WITH YOU IN CREATING A WORK-ORIENTED, JOBS ECONOMY

— WE want to say to every American -- If you believe that honesty about our enemies, strength in our defense, and competence in our capabilities is vital to our survival, come join us.  

We don't care who you once were, we don't care what you once did, we need EVERY AMERICAN who wants to defend America to come together for this campaign. 

— and finally, we need to say TO EVERY AMERICAN -- 

If you believe in the Declaration of Independence, you believe in the Constitution, and you believe in the Federalist Papers, then we want you to be with us.

We understand others will be with Saul Alinsky, Barack Obama and radicalism. 

But everybody who believes that WE ARE ENDOWED BY OUR CREATOR, that our rights are unalienable, that we have the rights to life, liberty and the pursuit of happiness, WE WANT YOU TO COME FROM EVERY BACKGROUND, IN EVERY COMMUNITY IN THE COUNTRY
